This is a difficult one to answer as technically nothing flows through nofollow links, however I have seen some evidence to suggest links from wikipedia still carry weight.

My advice would be to stick to dofollow links and let the nofollows come naturally.</description>

The .edu and .gov are good points. Google says the domain extension does not matter, however I have seen some really good results from getting links from these sort of sites, even with no relevance.</description>

I think SEO is about optimising for the business lisitings as well, whatever is part of organic search results shold be part of SEO, and there are ways to optimise for Google business listings. I still think it is worthwhile targeting local terms but it has become less valuable since the business block took over, good point to make.</description>
